The Mount Pleasant Waterworks� (MPW) Capital Improvement Plan Public Hearing is an opportunity for the public to request and comment on upcoming projects scheduled for water and wastewater service in the MPW Planning area.
MPW will be holding a series of meetings over the next six months to present the future plans and budgeting strategies of the organization. The first Public Hearing will be held Monday, February 18, 2008 at 5:30 p.m. at the Town of Mount Pleasant�s Town Council Chambers.
A Capital Improvement Plan (CIP) is a major public infrastructure planning tool for utilities. The CIP is a statement of the policies and financial abilities to manage the physical development of the community. A CIP should reflect community assets, community needs and community goals. A CIP should also provide guidelines for growth and development.
Mount Pleasant Waterworks� projects are divided into two categories for funding: Extension and Expansion (E&E) and Renewal and Replacement (R&R). E&E projects are funded primarily by impact fees charged to new developments. These projects extend infrastructure and expand plant capacity to accommodate more demand on the water and wastewater system. R&R projects include the replacement of aging infrastructure. These projects are funded with a percentage of operating revenue and earned interest.
It is important that residents in the community who want service from Mount Pleasant Waterworks attend the Annual Capital Improvement Plan Public Hearing and let the Commissioners hear from them. In the spring of 2006, more than 100 residents of the Sewee to Santee area asked Mount Pleasant Waterworks for assistance in getting clean, safe drinking water for their homes. Three Clean Water Dispensing Stations funded by MPW and Charleston County Grants, located in the community, make it possible for residents to retrieve clean drinking water for their families. These Dispensing Stations are evidence that MPW responds to requests from the community.
